Information and Communications Technology (ICT) Literacy Assessment Task Force

Without technical literacy, the digital divide will remain in place. Gaps must be specifically identified and matched with programs. Many local and regional groups are already attempting to deal with this issue. Technology firms and organizations have resources and the willingness to participate in such efforts.

The goal of this task force is to identify how to best achieve technical literacy, who is providing exemplary projects currently and how these projects can be utilized to incent a gigabit network in California.

The products of this task force will be:

  • A white paper on technical literacy standards that are needed in a one gigabit world.
  • Identification of exemplary programs and education structures that provide consumer technology literacy.
  • Investigate how to best develop programs and educational units to teach consumers how to evaluate, deploy, and use gigabit network technologies.
